McCarthy’s removal from the position marked the first instance of a House Speaker being removed, triggering a wave of uncertainty in the House of Representatives.

McHenry’s Congressional Background

At 47 years old, Patrick McHenry boasts an impressive ten-term career representing the 10th Congressional District in North Carolina. Notably, he chairs the House Financial Services Committee, a crucial role overseeing financial policy and regulation.

Throughout his nearly two-decade tenure in Congress, McHenry has cultivated a distinct image characterized by his signature bow ties and a penchant for deadpan humour. His service as the Republican Party’s chief deputy whip underscored his influence within the party.

McHenry’s association with McCarthy was not merely professional; he is a close ally of the former Speaker. In the days leading up to the vote to oust McCarthy, McHenry ardently urged his fellow Republicans to retain McCarthy in his leadership role.

However, after a coalition of hard-right GOP members, led by Rep. Matt Gaetz (R-Fla.), joined forces with Democrats to remove McCarthy, McHenry’s frustration became evident as he forcefully wielded the gavel to declare a recess.

McHenry’s journey to the House of Representatives commenced in 2004 when, at the age of 29, he secured his first election victory. His campaign was marked by grassroots efforts, including knocking on an astounding 60,000 doors. This remarkable feat highlighted his dedication to engaging with his constituents and understanding their concerns.

Before entering Congress, McHenry contributed to George W. Bush’s 2000 presidential campaign and was subsequently appointed as a special assistant to the U.S. Secretary of Labour. Additionally, he is married to a U.S. government economist and is the father of three children.

The Scope of McHenry’s Authority

As an appointed speaker pro tempore, McHenry’s powers are circumscribed when compared to those of a permanent House Speaker or an elected speaker pro tempore.

While he can call the House to order, make announcements, respond to parliamentary inquiries, and rule on points of order, he cannot administer the oath of office to a member-elect without unanimous consent or specific House approval, among other limitations.

Furthermore, the unprecedented nature of the situation adds an element of uncertainty. Some experts speculate that the House could pass legislation deemed “necessary and appropriate” by the Constitution. However, many other legislative matters may face delays and uncertainty.

It’s important to note that McHenry is unlikely to be in the line of presidential succession since he does not formally hold the title of Speaker. The Speaker of the House is traditionally second in line to succeed the presidency, following the Vice President.

The Possibility of a Permanent Role

Patrick McHenry’s tenure as acting Speaker may be temporary, lasting only a matter of days or months until Republicans nominate a candidate for the Speaker position.

While it remains uncertain whether McHenry will seek the position permanently, there is historical precedent for viewing him as a potential future Speaker. In a 2017 Politico interview, former House Speaker John A. Boehner (R-Ohio) identified McHenry as a prospective Speaker.

Dee Stewart, McHenry’s former chief of staff, has not ruled out the possibility of his friend pursuing the speakership permanently, according to the Associated Press.

The Quest for McCarthy’s Successor

With McCarthy’s declaration that he will not seek the position again, the Republican Party faces the challenge of identifying his successor. At present, there is no clear frontrunner. Rep. Jim Jordan (R-Ohio) has been mentioned as a potential candidate by Rep. Thomas Massie (R-Ky.), while Rep. Matt Gaetz, who spearheaded McCarthy’s removal, is not considered a likely successor.
