Canada Introduces Permanent Residency-On-Arrival Programme For Caregivers

Canada’s Immigration Minister, Marc Miller, has introduced permanent residency-on-arrival programme specifically designed for caregivers. This initiative is set to launch by late 2024 or early 2025, serving as an enhancement to the existing Home Child Care Provider Pilot and Home Support Worker Pilot programmes, which are nearing their expiration in June.

By granting permanent residency (PR) upon arrival, the initiative aims to streamline the immigration process for caregivers, allowing them to start their new lives in Canada without the previous requirement of accumulating work experience in the country.

Key elements of the new programme include the elimination of the necessity for caregivers to work for a set period before qualifying for PR. Instead, caregivers will be able to secure permanent residency as soon as they arrive, provided they meet specific criteria: a minimum level 4 on the Canadian Language Benchmarks (CLB), a high school diploma or its equivalent, recent and relevant work experience, and a full-time job offer in home care.

“Caregivers play a critical role in supporting Canadian families, and our programmes need to reflect their invaluable contributions,” Miller stated in an IRCC news release. He emphasised that the new pilots would not only enhance support for caregivers but also ensure that Canadian families receive the high-quality care they need.

The demand for caregivers in Canada is projected to rise due to the aging population. Over the next six years, more than nine million Canadians are expected to retire, significantly increasing the need for home and institutional care. The 2024-2026 Immigration Levels Plan anticipates welcoming over 15,000 new permanent residents through caregiver programs.

Since the launch of the Home Child Care Provider Pilot and Home Support Worker Pilot in 2019, approximately 5,700 caregivers and their families have achieved permanent residency as of April 2024.
