A recent report by the Lagos State Ministry of Planning and Budget has revealed a significant gap in educational qualifications among job seekers in Lagos. The report, titled The Lagos Economic Development Update (LEDU) 2025, states that only 27.72% of job seekers in the state possess a bachelor’s degree, while a majority hold Senior Secondary School Certificates (SSCE).
This data raises concerns about the ability of job seekers to meet the demands of the Lagos job market, where higher education and specialised skills are often required for better employment opportunities.

SSCE Holders Dominate The Lagos Job Market
The report indicates that 41.8% of job seekers in Lagos have SSCE as their highest qualification, making them the largest group of job seekers. This is followed by bachelor’s degree holders at 27.72%.
A smaller group, 16.9% of job seekers, hold mid-level qualifications such as an Ordinary National Diploma (OND), Nigeria Certificate in Education (NCE), or Higher National Diploma (HND). Meanwhile, 12.06% of job seekers have less than an SSCE, further highlighting the gap in educational attainment.
Challenges In The Lagos Labour Market
The report highlights a major challenge: over 50% of job seekers may struggle to secure higher-skilled jobs due to qualification requirements. Many available jobs require advanced degrees or specialised training, which a large percentage of job seekers do not possess.
Even though 87.9% of job seekers have at least an SSCE, this minimum qualification is often not enough for higher-paying jobs. Many technical and professional roles require degrees or certifications that SSCE holders lack.
The lack of higher education and vocational training leaves many job seekers in low-skilled, lower-paying positions, limiting their career growth and financial stability.
Education And Skills Development Are Key
To bridge this gap, the report suggests increasing access to higher education, vocational training, and skill development programmes.
Higher education plays a crucial role in improving employment opportunities. Without further education and skills training, many job seekers may remain underemployed, contributing to economic inequalities in Lagos.

With a large number of job seekers holding only SSCE, employers may find it difficult to fill roles requiring technical or advanced skills. At the same time, job seekers without higher qualifications may struggle to secure jobs that offer better salaries and career progression.
The job market in Lagos is becoming increasingly competitive, and those with higher education or vocational training are more likely to find stable employment. Investing in education and skill acquisition is essential for job seekers to increase their chances of employment.
Way Forward: Education And Vocational Training
To improve employment opportunities for job seekers, Lagos State must invest in:
- Vocational training centres that provide practical skills for different industries.
- Scholarships and financial aid to help job seekers pursue higher education.
- Partnerships between industries and training institutions to ensure job seekers gain relevant skills.
- Entrepreneurship programs to help job seekers create their own businesses if formal employment is unavailable.
