The N10 billion CCTV project is part of the state’s broader 2025 budget, titled “Budget of Exponential Growth and Inclusive Prosperity,” totaling N971.08 billion. Of this amount, N837.94 billion is designated for capital expenditure, while N133.14 billion is allocated to recurrent expenses.
Chris-Roberts Ozongwu, the Commissioner for Budget and Planning, explained the government’s rationale for the significant investment. “The latest technology-backed security system is designed to make Enugu State the safest place for Nigerians and foreign investors to conduct business and live peacefully,” he said.
The CCTV cameras will be integrated into a centralized monitoring system, allowing for real-time surveillance and better coordination among security agencies.
Public Opinion Divided Over 2025 Budget Security Plans
The proposal has drawn varied responses. Supporters argue that improving security is critical for economic growth. “If done properly, this will be a game-changer for their security,” commented Otunba Kole, a resident, on X (formerly Twitter).
Critics, however, have questioned the prioritization of the project over pressing issues like water supply and unpaid gratuities for teachers. “When was the last time Enugu State paid teachers their gratuities? This project feels like a wasteful expense,” lamented another resident, tweeting under the handle @mbamalu_purpose.

CCTV Project a Strategic Step, Government Says
The state government insists the project is a strategic move to enhance safety and attract investment. By reducing crime through surveillance, they aim to create a more stable environment for businesses and residents.
“This is not just about installing cameras; it’s about upgrading the state’s entire security architecture to be more efficient and effective,” Ozongwu emphasised.
Other Key Allocations in the 2025 Budget
The 2025 budget also includes investments in other sectors to drive growth:
- Vehicles and Security Equipment: N5 billion has been allocated for procuring security vehicles, complementing the 100 already in operation. Another N1 billion is set aside for upgrading the Enugu State Security Outfit, including personnel training.
- Agricultural Development: The state plans to spend N20 billion on acquiring tractors and farming tools to boost agricultural productivity. Additionally, N52.5 billion will go toward developing three Special Crop Processing Zones.
Skepticism and Hope for the 2025 Budget
While the government defends the proposed allocation as essential for long-term safety and prosperity, critics remain unconvinced. Many citizens argue that basic infrastructure needs should take precedence over high-tech surveillance.
A comment from Kwukenz Daniel on X summarised the skepticism: “We need to focus on building wealth and creating jobs. Allocating scarce resources to projects that may not deliver immediate results is concerning.”
Amid the criticisms, some stakeholders remain hopeful that, if executed efficiently, the project could set a precedent for other states in Nigeria to follow.

As the Enugu State Assembly reviews the proposed 2025 budget, public scrutiny will likely intensify. Whether the N10 billion CCTV investment achieves its intended purpose or fuels further debate remains to be seen.
