The G20 members, responsible for 80% of global emissions, face heightened scrutiny over their role in facilitating meaningful climate action. At the heart of the agenda is the push to unlock $1 trillion annually to support developing nations in combating climate change.
UN Secretary-General Antonio Guterres urged the G20 to take decisive steps. “Leadership is crucial,” he said. “We cannot afford further delays in climate finance agreements.”
Rich nations are demanding contributions from emerging economies like China and Gulf states, intensifying debates at the COP29 climate conference in Azerbaijan.

Biden’s Legacy and Global Tensions
For U.S. President Joe Biden, the summit represents a significant moment in his farewell diplomatic tour. Addressing leaders in the Amazon, Biden reaffirmed his administration’s climate initiatives. “Even if Trump returns, my climate policies will endure,” he declared.
However, Biden’s decision to supply Ukraine with long-range missiles has sparked controversy. European allies are now reassessing their positions, and the conflict’s impact on G20 unity remains uncertain.
Wars Take Center Stage
Discussions on the wars in Ukraine and the Middle East have further exposed divisions within the G20. Some member states have called for revisions to the summit’s draft communique, particularly concerning these conflicts.
Russian President Vladimir Putin’s absence from the summit, under the shadow of an International Criminal Court warrant, underscores the challenges in reaching a consensus.
Brazilian foreign ministry sources acknowledged the divide but downplayed fears of gridlock. “The draft is largely finalized, but some countries want adjustments,” a ministry official told AFP.
Tackling Poverty and Inequality
Lula, who grew up in poverty and rose to become a global leader, has made addressing inequality a central theme of the summit. He launched the “Global Alliance Against Hunger and Poverty,” calling for increased taxes on billionaires to fund poverty alleviation efforts.
“Global inequality is a crisis we cannot ignore,” Lula emphasized in his opening address. His proposal has faced pushback, notably from Argentina, whose delegation has raised objections to parts of the agenda.
